Greetings

I think it's odd that when we answer the phone we say "Hello?"

I consider "Hello" a pretty personal type of greeting, reserved for people I actually know. Why would I say "Hello" to a perfect stranger on the phone? Shouldn't I be answering with something more perfunctory and formal? Maybe something like, "State your name and purpose"?
